It’s best if you can find a web designer that really knows SEO - that will build in the required elements that the search engines use to rank sites the highest. Depending on your designer, you can get them to build a great site and then employ the services of an SEO professional but that depends on how the designer builds your pages.

In a lot of instances they will build in a ton of code that makes it very difficult to push your site to the top. Lot of tables and javascript redirects. And this will push your SEO bill even higher.
