His SEO methods have involved Free For All link exchange programs with non-themed sites, site wide link building schemes, Page Rank inflating schemes -- All of these are violations of Google's TOS. Most don't do any marketing except for a few links to make the directory a PR4 or PR5 Think about business.com etc - if you really market the hell out of a directory you win.
